2003 – 2008

The Kenya HIV/AIDS Prevention and Care (HAPAC) project, funded by the U.K. Department for International Development (DFID), was implemented by Futures Group for more than 10 years (since its inception in 1997). In its third and final phase, the overall goal of the project was to prevent the spread of the HIV epidemic and minimise its impact on Kenyan society.

The purpose of HAPAC3 was to support implementation of the Kenyan National AIDS Strategic Plan through harmonised and aligned work approaches. Its three objectives were to (1) improve coordination and management of the national response by the National AIDS Control Council (NACC), (2) improve access to effective prevention, care, and support for vulnerable populations, and (3) deliver efficient and effective support to program partners.

Project Structure: Twin-Track Approach
The project’s twin-track approach refers to parallel programmes with government and civil society partnerships. Futures Group simultaneously helped develop the government’s institutional capacity to manage the strategic implementation and scale up of the national response to HIV/AIDS, whilst supporting quick and effective on-the-ground projects focused on the most vulnerable populations.

Key HAPAC3 Results
Improved coordination and management of national response. Futures Group support to coordination and management of the national response focused largely on NACC, following the principle of the ‘Three Ones.’ Futures Group’s HAPAC team helped NACC build the foundations of the national strategy. In the early stages, we focused on capacity building and organisational development; later, we focused on mainstreaming HIV/AIDS commitments and supporting the joint AIDS programme review process.

Improved access to services. HAPAC3 supported 13 partners over the life of the project, including civil society organisations working at both the national and regional levels and those targeting vulnerable or traditionally underserved populations. Futures Group actively and effectively encouraged its partners to engage with government, particularly in the policy arena.

Harmonised stakeholder coordination. Harmonising donor support with national response was a critical component of strengthening coordination. Futures Group provided technical assistance and direct support to align donor support behind the priorities outlined in Kenya’s strategic plan for HIV/AIDS.

HAPAC closed in November 2008 after a decade of support, leading to significant accomplishments, rewarding partnerships, and great success. DFID awarded Futures Group and the HAPAC project the highest performance rating available in its scoring system.
