Funded by the U. K. Department for International Development, this project established an Office for Financial Management within the Liberian Ministry of Health and Social Welfare. The overall objective of the contract was to help the ministry establish and manage an accountable funding mechanism, into which donors could channel funds to support explicit objectives and activities articulated in the ministry’s transitional implementation and national health plans.

Futures Group led the work to establish appropriate health financing mechanisms linked to wider strategic policy development undertaken by the ministry’s Transitional Implementation and Coordination Unit. Working with the ministry, donors, international agencies, local and international NGOs, and the private sector, Futures Group identified and adapted locally suitable models for pooled funding and disbursement mechanisms and collaborated with the ministry to support effective interdepartmental cooperation and build consensus on strategies to implement the national health plan. The prime contractor, PricewaterhouseCoopers, led activities on internal financial administration and accountancy.

Programme achievements:

  • Supported the ministry in mobilizing financial, human, and organisational support to implement the national health plan
  • Designed and implemented a multi-donor pooled fund mechanism to finance activities in the national health plan
  • Helped define and establish priority resource requirements, planning, and realisation modalities and monitored the disbursement of resources
