With funding from the U.S. Agency for International Development (USAID), Futures Group established a Technical Support Unit (TSU) to support good HIV/AIDS strategies—especially in the area of prevention—among State AIDS Control Societies (SACS) working to achieve the goals and objectives of India’s National AIDS Control Program (NACP).

The overall goal of the third phase of the NACP is to halt and reverse the HIV epidemic in India over five years by integrating programs for prevention, care, support, and treatment. The NACP has adopted a decentralized approach to underscore the need for different responses for different stages of the epidemic in each state. The NACP has determined that the most cost-effective means of reducing HIV transmission is targeting interventions and capacity building among people most vulnerable to HIV/AIDS and their communities, and through the involvement of the private sector.

To achieve wide coverage and maintain high-quality implementation, Futures Group provides consultancy services to the NACP. We established the TSU to assist SACS in building the capacities of civil society organizations; mobilizing partnerships between the public sector and civil society; managing training and evaluation activities; supporting public-private partnerships for sexually transmitted infection services, access to contraceptives, quality control/assurance, and monitoring; and developing evidence-based strategic planning and resource planning at state and district levels.

Selected Results to Date

  • Developed TSU action plan for January 2008–March 2009
  • Prepared training and budgetary plans for a needs assessment exercise by 65 shortlisted NGOs for 35 new targeted interventions.
  • Facilitated training on needs assessment and proposal development for 65 NGOs
  • Prepared NGO evaluation and budgetary plans and trained field staff of 52 NGOs implementing existing interventions
  • Developed an annual action plan for the Uttar Pradesh State AIDS Control Society (UPSACS) for 2008–2009
  • Helped to shortlist candidates for 12 posts advertised by UPSACS from a pool of 712 applicants
  • Conducted orientation training for staff of 91 Uttar Pradesh NGOs and arranged exposure visits for 15 men who have sex with men (MSM) project managers to the Sangama learning site in Bangalore and for 21 intravenous drug users (IDU) project managers to the SASO learning site in Manipur
