Futures Group is a pre-qualified Global Fund contractor, and provides consulting services for operations and grant management support in East, West, and Central Africa. The purpose of this three-year Indefinite Quantity Contract (IQC) is to supplement the capacity of the Global Fund secretariat to manage grant risks, identify challenges to implementation and oversight, and document grant processes and activities.

Under this IQC, Futures provides technical support in the following areas:

• Diagnostic and remedial action planning in Global Fund grant countries that face implementation challenges
• Improve governance and oversight processes for Country Coordinating Mechanisms (CCMs)
• Analyze and document case studies of innovative country partnerships – including co-investment schemes, harmonization and alignment experiences, or CCM functions – that exemplify emerging practices to share among partners

For example, Futures provided expert technical assistance to the Sierra Leone CCM, which manages a diverse portfolio of TB, HIV/AIDS, and malaria grants funded by the Global Fund and at times includes 50 members. Futures assisted this CCM to meet Global Fund compliance, ensure that best practices are institutionalized, draw up short and long-term action plans, facilitate stakeholder understanding of its philosophy and processes, and provide real leadership to a range of critical activities. The consultancy significantly increased the effectiveness of Global Fund efforts in Sierra Leone.
