Karen G. Fleischman Foreit

Dr. Karen Foreit joined Futures Group in 1990. She is an internationally recognized expert in monitoring and evaluation, policy and market analysis, modeling, and operations research. She has more than 30 years of experience in Africa, Latin America, Eastern Europe, and Asia-Near East in family planning, reproductive health, HIV/AIDS, and child survival. Dr. Foreit works across Futures Group’s portfolio; she is Futures Group’s coordinator for research ethics and serves as deputy principal investigator on the MEASURE Evaluation Project and as senior technical advisor for the Health Policy Initiative, Task Order 1. She is senior author of key MEASURE Evaluation publications, including Data Demand and Information Use in the Health Sector: A Conceptual Framework and Addressing Poverty: a Guide for Considering Poverty-related and Other Inequities in Health. She assists the Government of Mozambique in analyzing the impacts of HIV and AIDS, as well as designing and implementing HIV workplace policies and programs. Dr. Foreit has developed techniques for analyzing program impacts on health status, conducted numerous training courses, and has published widely in leading professional journals. She holds a PhD and MS in experimental psychology from the University of Washington and a BA in biology from Antioch College.

Thomas Goliber

Dr. Thomas Goliber is a senior fellow with nearly 30 years of experience as a reproductive health policy professional. He has worked extensively in developing countries, most notably in Africa and Asia. His work has focused on reproductive health technical assistance, with a strong emphasis on research and synthesis to support policy and program development. His areas of expertise include data dissemination and information use, policy formulation, research, quantitative analysis, application of computer models, policy dialogue and advocacy, strategic planning, and training. Dr. Goliber has written numerous government and project research reports, contributed to the Population Bulletin series of the Population Reference Bureau, and authored encyclopedia articles, book forewords, and website articles. He has also undertaken major assignments in business development and project management. Of note, Dr. Goliber served as the project director for the USAID-funded RAPID III and RAPID IV projects. Additionally, he has worked on the staff of the World Bank, the U.S. House of Representatives Select Committee on Population, and the Population Reference Bureau. Dr. Goliber has done postdoctoral training in demography at Georgetown University and holds a PhD in history from Kent State University and a BA from Canisius College.

Scott Moreland

Dr. Scott Moreland has a unique interdisciplinary mix of experience in empirical research, modeling, policy, and data analysis and use in the areas of population, reproductive health, and human resources. Dr. Moreland currently serves as Futures Group’s principle investigator (PI) on the MEASURE Evaluation Project. He provides overall strategic and technical management for Futures Group’s contribution to the project, and leadership for data demand and information use (DDIU) activities. He has also developed monitoring and evaluation systems for integrated population, health, and environment projects through MEASURE and has overseen project activities in Rwanda and Nigeria, including development of a district-level reporting system for HIV/AIDS in Rwanda and use of data by program managers in Nigeria. Also in Nigeria, he is presently the PI for the Data Analysis and Triangulation for Evaluation (DATE) Project, and the senior technical advisor on the Targeted States High Impact Project (TSHIP). Previously in Egypt, he was resident research adviser on the USAID bilateral population project, where he oversaw the development of a highly-acclaimed and successful policy and programmatic evidence-based research program. Dr. Moreland also served as the POLICY Project Nigeria country manager for a program that had a wide-ranging portfolio of policy work on HIV/AIDS, reproductive health, and maternal and child health. Dr. Moreland has worked in more than 30 countries and has a worldwide reputation as a developer of policy analysis models. He has a PhD in economics from Duke University.

Gadde Narayana

Dr. Gadde Narayana is a 35-year veteran in the fields of reproductive health, family planning, and health systems management. He is widely respected in India by senior government officials, researchers, public interest groups, and donors, and his reputation and achievements make him a particularly effective policy and program champion. From 1995 to 2005, Dr. Narayana served as country director of the POLICY Project and its US$10 million USAID-funded portfolio. In this position, he has been responsible for carrying out a multifaceted program spanning seven states with a focus on Uttar Pradesh, Uttaranchal, and Jharkhand. Dr. Narayana has demonstrated an enormous capacity to manage multiple activities in different locations involving a host of collaborating organizations and government agencies. His work on developing state population, HIV/AIDS, health and other policies is evidence of his abilities to manage complex processes involving scores of individuals and agencies and obtain solid results. Currently the regional director of Futures Group, Dr. Narayana also serves as the chief of party for the Innovations in Family Planning Services Technical Assistance Project (ITAP) with US$21 million in USAID funding. He has been instrumental in introducing several public-private partnerships, such as social franchising, voucher systems, mobile health vans, social marketing, and contracting out in the health sector in the states of Uttar Pradesh, Jharkhand, and Uttarakhand.
